Exporting to Turkey

The UK voted to leave the EU in 2016, but it was over four years later that Brexit to come into effect on 31 January 2020. This means that the UK now sits outside of the EU’s Single Market and Customs Union. In this blog we focus on how this has specifically affected exporting to Turkey.

ATR.1 certificates

The European Union has a customs union with Turkey so that many goods can be moved without customs restrictions, ATR.1 certificates are used to claim preferential trade between countries. The ATR.1 Certificate is a customs document used in trade between EU members and Turkey, to benefit from cheaper rates of duty. This document will no longer be of use to UK companies, they will instead be required to use a certificate of origin.

Certificate of origin

A certificate of origin is a specific form identifying the goods being transported. The issuing body certifies expressly that the goods to which the certificate relates originate in a specific country. This certificate may also include a declaration by the manufacturer, producer, supplier, exporter, or other competent person.

The Turkish Standards Institute (TSE) is responsible for setting standards in Turkey. TSE approval is required to import any product covered under these standards. Many categories of products are subject to restrictions and special requirements. Moving forward, all UK businesses exporting to Turkey will need to produce a CCI – certified certificate of origin – to avoid additional duties.
